We should be very clear that this does *not* mean you can have things
like:

<A HREF=http://www.ebt.com/>

and expect them to work though. In addition, we should emphasise that
when such constructs are seen, they should be *errors*, or that the
very least warnings.

How about using the TEI code as a base (I've said this more than once
before)? That is a reasonable subset of SGML.
